
Minister of UMKM Maman Abdurrahman said that currently the Mining Government Regulation (PP) is in the finalization stage. This process is estimated to take less than a year to be signed by President Prabowo Subianto.
Maman explained that through this new policy, MSME players in the regions will be given Mining Business Permits (IUP) to manage mining concessions in their respective regions.
“I don’t think it will take a year (PP Tambang is completed). This only discusses the issue of synchronizing government regulations, derivative products from the newly revised Minerba Law,” he said after attending the Entrepreneurship Day event at Smesco Jakarta, Tuesday (10/6).
Maman explained that currently these regulations are being discussed across ministries, including the Ministry of Energy and Mineral Resources, the Ministry of Investment and Downstreaming/Investment Coordinating Board (BKPM), the Ministry of UMKM, the Ministry of Cooperatives, and the Coordinating Ministry for Law, Human Rights, Immigration and Corrections.
“Now it is under discussion between the relevant ministries, the Ministry of Energy and Mineral Resources, the Ministry of Investment, the Ministry of MSMEs, the Ministry of Law and the Ministry of Cooperatives,” he explained.
Maman revealed that there are at least 2 main criteria for prospective MSMEs who will receive mining concessions. First, are MSMEs that are domiciled or whose place of business is close to a mining concession. “Several ministries and all agree, one of the conditions is that the small and medium business entity is in the area where the mining concession is located,” said Maman.
Furthermore, the second criteria for MSME candidates who will be given mining concessions is that they do not access KUR (People’s Business Credit). Maman explained that KUR itself is intended for micro businesses with a maximum loan ceiling of IDR 500 million. In the future, mining IUPs will not target micro business actors who can still apply for KUR up to IDR 500 million.
“The context of KUR is for micro, small and medium enterprises. Now, this mine is for small and medium enterprises. In KUR, a maximum loan of up to IDR 500 million is given,” he concluded
