Jakarta, MINE – The consortium of PT Aneka Tambang Tbk (Antam), PT Industri Batteries Indonesia and HYD Investment Limited signed a cooperation framework (Framework Agreement) for an integrated electric battery ecosystem project.

The signing of this cooperation framework was carried out by the President Director of Antam, Untung Budiharto, PT Industri Battery Indonesia or Indonesia Battery Corporation (IBI), Aditya Farhan Arif, together with the Director of HYD Investment Limited Liu Jinzheng.

HYD Investment Limited is a consortium of Zhejiang Huayou Cobalt Co., Ltd. and EVE Energy Co., Ltd., and PT Daaz Bara Lestari Tbk (DBL).

The signing was witnessed directly by the Minister of Energy and Mineral Resources (ESDM), Bahlil Lahadalia in Jakarta, Friday, January 30 2026.

“This is part of quite a long negotiation since I was still Head of BKPM/Minister of Investment. At that time, it was how we pushed for development realization and built an integrated car battery ecosystem,” said Bahlil.

The government is accelerating the downstream program as a strategic step to encourage economic growth of up to 8 percent while encouraging the transformation of the national economy. One of the main pillars of this policy is the development of nickel processing for the electric battery industry. Bahlil emphasized that majority ownership will be held by ANTAM as a BUMN because it must prioritize state interests in accordance with Article 33 of the 1945 Constitution.

“I repeat, President Prabowo’s direction, is that in the context of reducing natural resources, both now and in the future, we must prioritize the interests of the country,” he said.

Bahlil acknowledged that the development of this industry still requires the support of foreign partners, especially in the form of technology transfer, market access and professional management. Today’s meeting and signing are intended to emphasize the spirit of collaboration, so that investment realization is mutually beneficial while maintaining the priority of state interests.

With plans for electric battery production capacity to reach 20 Giga Watt hour (GWh), the ecosystem being developed is projected to be one of the largest in Asia. The estimated investment value of this project reaches USD 6 billion, with the potential to create around 10 thousand new jobs. This plan will be detailed further through a feasibility study which is still being prepared.

This project not only supports the development of electric vehicles, but also supports green electricity generation, including battery requirements for the 100 GW PLTS program. “So this is not only for car batteries, but this is also designed for solar thermal batteries,” said Bahlil.

Collaboration between global investors Huayou and EVE Energy with national companies such as ANTAM, IBI and DBL is expected to encourage technology transfer so that national companies can one day become hosts in their own country.

Bahlil also emphasized the importance of the involvement of regional companies in building a battery ecosystem, which is planned to involve local parties, such as partners in West Java and the development of mines, smelters and downstream factories that will be built in North Maluku, specifically in East Halmahera.

“So, God willing, in the future, we will become one of the world’s biggest players, related to raw materials and car batteries to move towards new, renewable energy,” concluded Bahlil.
