Jakarta, MINE – The Ministry of Energy and Mineral Resources (ESDM) continues to strengthen national energy security through the mandatory biodiesel policy as part of the 2026 National Energy Security Strategic Program.
This policy is directed at reducing fuel oil (BBM) imports, increasing domestic energy utilization, and providing sustainable economic and environmental impacts.
Mandatory implementation of biodiesel has shown a consistent upward trend since 2021. Realization of biodiesel utilization was recorded at 9.3 million kiloliters in 2021 (B30), increasing to 10.4 million kiloliters in 2022, then reaching 12.3 million kiloliters in 2023 and 13.2 million kiloliters in 2024 through the implementation of B35.
In 2025, the government will implement mandatory B40 with the realization of biodiesel utilization for domestic needs until December 2025 reaching 14.2 million kiloliters. This achievement is equivalent to 105.2 percent of the target of 13.5 million kiloliters, and contributed to a reduction in diesel imports of around 3.3 million kiloliters.
Minister of Energy and Mineral Resources Bahlil Lahadalia said that the mandatory increase in biodiesel supported by strengthening refinery capacity, including the Balikpapan RDMP, has brought Indonesia to a surplus in diesel supply. Under these conditions, the government is targeting to stop importing diesel fuel in 2026.
“With current production at Pertamina which is RDMP in Balikpapan, our total accumulated B40 consumption now has a surplus of approximately 1.4 million kiloliters,” said Bahlil during a Joint Working Meeting with Commission XII DPR RI in Jakarta, Thursday (22/1).
Apart from diesel, the government is also preparing strategic steps in the petrol sector. By strengthening bioenergy policies and optimizing refineries, Indonesia is targeted to no longer import medium and high octane gasoline by 2027.
“Then for 2026 we have also planned that for 2027 we will no longer import gasoline with RON 92, 95, 98. So we will complete this at the end of 2027,” explained Bahlil.
Apart from diesel and petrol, the government is also paying attention to efforts to reduce imports of aviation fuel or aviation fuel. Optimizing the excess national diesel supply to be used as raw material for domestic aviation fuel development, as part of a strategy to strengthen energy downstreaming.
“Now we and Pertamina are working hard so that the excess 1.4 million KL of diesel is converted into raw materials for making aviation fuel, so that by 2027 we will really no longer import aviation fuel, C51 diesel, then gasoline of RON 92, 95, 98 so we will only have to import RON 90 which is for subsidies and that is for fuel,” stressed Bahlil.
As part of strengthening national bioenergy policies, the Ministry of Energy and Mineral Resources is also carrying out tests on biodiesel fuel with higher blend levels, including B50 for diesel engines. The test results will be the basis for developing mandatory biodiesel policies in the future, while still paying attention to technical, economic aspects, as well as the readiness of infrastructure and supporting industries.
